There really is not much in the phoenix gang hideout for players unless they are part of the phoenix gang and on either the Shield of Arrav quest or the Heroes Quest. For those in the gang, there are several thieves in the back room you can train on. The entrance can be found in the alley past the tramp in southeast Varrock.
